ITU Spectrum Specialist, Intelsat, Luxembourg

Primary Purpose of the position
The role of this position is to participate in the development of Spectrum Strategy in support of the deployment of Intelsat's satellite fleet. As an ITU Spectrum Specialist, you will be the primary point of contact to participate in the ITU (International Telecommunications Union) CEPT meetings and other relevant Working Parties in order to shape the spectrum policies in the European countries. You will also be required to perform various regulatory engineering aspects such as coordination of the satellite networks with other European satellite operators as needed as well as ITU filing assessments.

Primary Responsibilities
Prepare contributions and participate in meetings of the ITU (CEPT) and other regional organizations to ensure that international regulations applicable to the spectrum use are favorable to satellites in general and particularly to Intelsat. Prepare technical material to be used in coordination meetings with other operators. Ensure that Intelsat filings are coordinated with other operators under the best possible conditions and, at least, under conditions that are consistent with current and planned operations. Coordinate with involved parties within and outside Intelsat, interact with and respond to requests from internal and external customers.

Knowledge, Skills and Abilities

  • Engineering degree and extensive knowledge of satellite communications (in particular, transmission and interference analysis).
  • Hands-on experience in coordination of satellite networks (i.e. active participation in several coordination meetings with other operators).
  • Negotiating skills and ability to strategically assess evolving positions during a coordination meeting.
  • Solid knowledge of the ITU Radio Regulations.

Good verbal and written communication skills in English and, in particular, the ability to quickly and fully understand the implications of a text (e.g. in a coordination agreement or in a provision of the ITU Radio Regulations). French or German considered.

Spectrum Policy Manager, Intelsat, Tysons Corner, VA, USA

Primary Purpose of the position
This position provides research, as well as administrative and operational support to the Spectrum Strategy Team on how to shape spectrum policies. Primary responsibility includes keeping track of all FCC and ITU policies that directly and indirectly impacts the satellite industry and in particular Intelsat.

Critical Responsibilities

Provide research assistance to the Spectrum Strategy Team on all domestic and international policies and matters affecting Intelsat throughout the world.

  1. Provide research assistance in the preparation of spectrum related contributions and submission of filings and other required documentation related to satellite services and / or spectrum management regulatory proceedings.
  2. Participate in the regional ITU conference (CITEL) for the Americas and provide assistance to Spectrum Strategy team on the positions and views that the countries within Americas may adopt on various satellite related proposals and policies.
  3. Stay up-to-date with respect to all spectrum related contributions to the regional ITU meetings: CITEL, CEPT, APT as well as trade associations such as (ESOA, GVF, EBU, etc.) and SIA (Satellite Industry Association).
  4. Maintain a data base of important spectrum related proposals and policies affecting Intelsat throughout the world.

Important Responsibilities

  1. Organize, update, and maintain domestic and international polices and proposals of importance to the satellite industry and in particular Intelsat.
  2. As required coordinate closely with other departments such as Regulatory Affairs and Business Development as well as with SIA and external advisors.
  3. Fully competent professional - Usually works with minimal supervision, conferring with manager on unusual matters. Possesses and applies a broad knowledge of legal principles, practices, and procedures to the completion of difficult assignments.

Knowledge, Skills and Abilities

  • Advanced degree required.
  • Knowledge of satellite telecommunications industry.
  • Ability to communicate effectively and to interact with other Departments within the company and with external advisors.
  • Ability to organize and disseminate information and documentation.
  • Ability to coordinate and follow through on multiple tasks at the same time.
  • Knowledge of a foreign language is a plus.
  • Prior knowledge of the FCC and/or ITU is a plus.

Senior Principal Regulatory Engineer - Spectrum Strategy, Intelsat, Tysons Corner, VA, USA

Primary Purpose of the position
Join Intelsat's Corporate Strategy Team as a Senior Principal Regulatory Engineer. The role of this position is to participate in the development of Spectrum Strategy in support of the deployment of Intelsat's satellite fleet. As a Senior Principal Regulatory Engineer, you will work with various engineering and regulatory aspects such as providing technical support for responses to the Federal Communication Commission (FCC) New Proposed Rule Making (NPRM), filing of space station and earth station applications, coordination with other administrators and satellite operators, as well as participation in technical International Telecommunication Union (ITU) Working Party meetings.

  • Lead technical analysis in support of Intelsat (and the FSS industry) in response to the FCC NPRMs.
  • Support development of Technical Statements for the FCC space and earth station applications.
  • Support preparation of technical and operational planning material to be used in coordination meetings with other operators.
  • Prepare contributions and participate in the Working Party meetings of the ITU and other regional organizations to ensure that international regulations applicable to spectrum use are favourable to satellites in general and to Intelsat in particular.
  • Assist with preparation and submission of ITU satellite network filings as required.

Important Responsibilities

  1. Coordinate with involved parties within and outside Intelsat, as required to prepare the engineering portion of the space and earth station applications.
  2. Collaborate with other satellite operators while preparing contributions to the ITU Working Party meetings. Provide technical support to Intelsat Regulatory Affairs on ITU and FCC projects.

Knowledge, Skills and Abilities

  • Must have an adequate knowledge of the FCC rules and the ITU Radio Regulations.
  • Engineering degree and knowledge of satellite communications (in particular, transmission and interference analysis).
  • 1-2 years of experience in supporting coordination of satellite networks with other operators and administrations.
  • Negotiating skills and ability to strategically assess evolving positions during a coordination and ITU Working Party meetings.
  • Good verbal and writing communication skills and, in particular, the ability to quickly and fully understand the implications of a text (e.g. in a coordination agreement or in a provision of the ITU Radio Regulations). An advanced degree in Engineering or business is desirable.
